Characters
- Abigail Halibut - an aristocrat from Highland Heights who organized to hand off the white dragon scale to the Cloud in exchange for the murder of her husband. Abigail grew to resent her husband for being a terrible investor and she saw this deal as an opportunity to rebuild her family's wealth.
- Agnatia - an evocation wizard student who was a member of The Prestige. She is Markistus's best friend. Her real name is Agnes.
- Amethyst - a conjuration wizard student who led the Prestige. Though she has aspirations of being headmistress of the Wizard Academy, she is currently SCHNI's assistant at the Police Department. Her real name is Amy.
- Anglerina - Fisherman Paul's daughter who runs the bait shop in the Canal District. She is homophobic.
- Bailey - the owner of Lotsa' Guns in Downtown. She taught Yancy how to shoot, giving them martial weapons proficiency.
- Barnaby Bonestrom - a friendly flameskull with a crippling gambling addiction. He begs passerby for spell slots, which he consumes for energy to travel to the nearest casino. He served as the source of puzzle hints throughout the game, and he is now Tae-hyun's familiar.
- Bubba Bufo - the grung leader of the Stack faction and the Small Business representative at the Canal Authority.
- Bleu - a woman known as "The Witch of the Bog" who was banished to the Dark Canal many years ago. Despite her threatening name and appearance, she works tirelessly to protect the city from threats in the swamp. She has an eldritch shotgun similar to Yancy's eldritch revolver.
- Cabernet - a tiefling cleric of the Church of the Dragon who serves as the Kalashport ambassador to Evening City. He is Clarinet's twin brother.
- Carps - a police officer who works for SCHNI. He was previously the leader of the POG officers. His name is actually Carlos but his poor handwriting makes the "lo" look like a "p".
- Cheddar - the patrol leader of the Curds who is frequently victim to Manchego's violent rants.
- Clarinet - a tiefling cleric of the Church of the Dragon who believes her faith will absolve her of her demonic heritage. She is the head cleric after Mother Scalehearth's death.
- Cypress - one of the Evening City druids. He invented the necrotic life potion and drained the Guardian Tree of its energy to give all the druids immortality. He was killed by Humphrey and the party.
- Delivery Doug - a Wood Elf deliveryman for Doubletime Donuts. He uses the Maple Tree Network to portal around the city to make quick donut deliveries. He showed the party how to find Evening City.
- Dermon Gamble - the first Cloud kidnapping victim in Midtown. He bought a mimic from the Skyline Market which was left in his apartment when SCHNI went looking for him. The mimic is now property of the Police Department.
- Dorothy Leon - an independent reporter who writes and edits and publishes the Kalash Post. She originally reported FerrCO's fraud two years before the campaign, starting the Collapse.
- Doubletime Dan - the owner of Doubletime Donuts in Midtown. He really wishes Mascarpone would come by and give him more donut ideas.
- Dunkenheimer - an artificer who was contracted by Lt. Bighammer to create the gear for the POG officers. SCHNI later found him and forced him to work for him instead. Dunkenheimer made Yancy's eldritch gun.
- Eleanor - the owner of the Ginkgo Club, a rival tavern across the street from Bardlox's bar. As an elemental descendant, was recruited by Mother Scalehearth to be a spy for the Cloud, but turned allegiances once she was caught by the party. She helped the party sneak into the Cloud to face Scalehearth in the finale.
- Emeraldina the Superb - the headmistress of the Wizard Academy of Kalashport. She is from Q'avi and is Rycan's close friend. She is one of the most accomplished transmutation wizards in existence.
- Fisherman Paul - the leader both the Canal Authority and the Canal District Fishing Association.
- Icy Wendy - a kobold thief for the Stack who was once a corporate tax attorney. She told the party she knew the books were cooked long before the scandal broke out, but she didn't say anything. She owns a cat.
- Igni Blacksteel - a historian who got lost in the Canal District catacombs during a Church of the Dragon expedition. Her being missing was one of the key reasons the Church was threatened with being kicked out of the Canal Authority. She was eventually found by the party.
- Jayson - Tae-hyun's friend and fellow Travelers' Temple cleric. He was kidnapped by the Cloud and later found without his memories.
- Julienne - the leader of the Second Canalvary and member of the Canal Authority.
- Kris - the tribe leader of the Lizardfolk Lagoonshiners. He is friends with Fet.
- Ken, Khloe, Trish, Tristan - Lizardfolk Lagoonshiners and Triton Saltsiders who work for the Bargoyle.
- Lt. Bighammer - the former chief of police at KPD who enacted the Stability Provision after her husband was murdered by a rogue gang of wizards. She was killed by SCHNI. People called her Lieutenant, but the "Lt." actually stood for her first name, Loretta. She was a distant cousin of Omni Bighammer.
- Markistus - a scribes wizard student who was part of the Prestige. His real name is Mark.
- Mother Scalehearth - the leader of the Cloud, who intended to resurrect the Elemental Guardian to restore the pre-war Guardian Spring society. She was killed by Norm Riesling.
- Pearl an nearly omniscient orb located underneath the Clamshell Casino in Deep Trench. She is one of several orbs in the same "set" as Carol.
- The Rockwells - Bardlox's human adoptive parents. They own a real estate company that has been struggling since the collapse.
- Spore - a jungle ranger from Evening City. After the party saved him from a shambling mound, he introduced them to the city.
- Sylvester Machado - Tae and Manchego's father who was the former CEO of FerrCO. He banished Tae's mother and sent Tae abroad after he was born to protect his reputation among other Elven Dynaty members. He was killed by Manchego two years before the Faction Campaign.
- Tepis Ornamentum - a transmutation wizard who specializes in making unique custom-order furniture. She furnished the Bargoyle on Bardlox's recommendation. Despite being a spellcaster, she managed to avoid the POG officers thanks to a forged license made by Fet.
- Tess Mystique - a silver dragon who collects artifacts of human history. She was interested in the Elven Dynasty's underground tunnels and fought the party in the clamiseum in order to ask Pearl its whereabouts. After she was defeated, she joined Bleu to protect the Dark Canal.
- Tiffany Spotless - a young businesswoman from Highland Heights. She is the brand manager for her family's company, Dwarfstrom's.
- Tracy - tribe leader of the Triton Saltsiders in Deep Trench.
- The Wanderess - an elemental descendant who is the head cleric of the Travelers' Temple. Her sister is Eleanor.
- Weston - a Midtown private investigator who formerly worked for the KPD. He found SCHNI in a tunnel and reprogrammed him to be his assistant, and the two are still friends. Weston died in the Stack attack on Downtown, though he was resurrected by Tae.
